Learning and Development Officer

SUMMARY OF ROLE:

The Learning and Development Officer is responsible for planning, organizing, and implementing learning and development programs to enhance the skills and performance of employees. The role involves assessing learning needs, designing learning modules, and working with internal and external stakeholders to deliver high-quality professional development experiences. The Learning and Development Officer plays a key role in fostering a culture of continuous improvement and development within the organization

RESPONSIBILITIES:

LEARNING NEEDS ANALYSIS

  • Work closely with the Head of HR to develop Learning and Development Competency Framework for the Hospital.
  • Conduct needs assessments to identify skills gaps across departments
  • Collaborate with department heads to prioritize learning initiatives aligned with organizational goals

PROGRAM DESIGN AND DEVELOPMENT

  • Develop comprehensive learning materials, including manuals, presentations, and e-learning content
  • Customize learning solutions to cater to various levels within the organization.

PROGRAM DELIVERY AND FACILITATION

  • Facilitate workshops, seminars, and other learning sessions using interactive and engaging methods
  • Organize onboarding programs for new hires to familiarize them with the culture and procedures of the Hospital

MONITORING AND EVALUATION

  • Implement feedback mechanisms to measure the effectiveness of training programs
  • Track and report on learning outcomes, attendance, and completion rates
  • Continuously improve training modules based on employee feedback and emerging industry trends.

COLABORATION AND COORDINATION

  • Implement feedback mechanisms to measure the effectiveness of training programs

EMPLOYEE DEVELOPMENT

  • Provide one-on-one coaching and support to employees to help them achieve professional growth
  • Promote a learning culture that encourages continuous education and skills development

CONTINUOUS QUALITY IMPROVEMENT

  • Constantly be aware of work process problems or bottlenecks that prevent the achievement of goals, objectives and targets
  • Take appropriate action in improving any process that will allow the reduction of cost and/or improvement to quality, service and productivity
  • Actively participate in performance improvement and continuous quality improvement (CQI) activities.

LIMITS OF AUTHORITY

  • Operate within determined limits of authority in the achievement of the strategic plan and any other agreed goals and objectives as approved by the CEO

SKILLS AND COMPETENCY REQUIREMENTS:

  • Ability to use Microsoft Office Suite (Word and Excel)
  • Understanding of Human Resource Management and Administration procedures and processes
  • Strong understanding of adult learning principles and instructional design techniques
  • Innovative with the ability to generate creative ideas for improvement to service and methods of work
  • Ability to work collaboratively across departments and with all levels of staff.
  • Excellent communication and presentation skills
  • Good organizational skills and the ability to manage time and prioritize work

EDUCATIONAL AND PROFESSIONAL QUALIFICATION:

  • Degree in Human Resource Management, Management Studies or equivalent relevant field.
  • Experience in program facilitation and curriculum design is preferred
  • Minimum 4 years of experience in learning and development, training, or human resources
  • Certification in Learning and Development (CIPD, SHRM, or similar) is a plus
  • Familiarity with e-learning platforms and virtual training tools is an advantage
